Kuwait Suspends Freelance Licenses Amid Investment Push
Suara Pecari – Kuwait‘s Ministry of Commerce and Industry has temporarily stopped issuing new licenses for Single-Owner Business, commonly known as freelance business licenses, pending a review of the regulations governing this business type.
The suspension applies only to new applicants, not affecting existing license holders who can continue their operations normally. According to informed sources, the ministry aims to reorganize the licensing process and ensure regulations match the current business environment. The ministry is coordinating with the Public Authority for Civil Information (PACI) to improve the electronic linkage between business licenses, registered addresses, and company information.
Single-Owner Business licenses are designed for individuals providing professional services or operating small businesses independently, covering around 122 approved activities across more than 15 economic sectors.
Meanwhile, Kuwait is attracting international attention as an investment destination. Christopher Aleo, founder and CEO of financial group iSwiss, praised Kuwait’s approach to balancing foreign capital with control over strategic assets. He noted that Kuwait is showing it is possible to attract international capital without losing control, citing a $16 billion transaction as an example. iSwiss is assessing opportunities in Kuwait’s financial sector and digital payments infrastructure, as the Central Bank of Kuwait continues to modernize the payments ecosystem to improve competitiveness.
According to Aleo, the structure of recent transactions could serve as a model for other sectors including logistics, digital infrastructure, data centers, energy, and commercial real estate. iSwiss Pay is preparing to establish a presence in Kuwait as part of its international expansion strategy.
These developments signal Kuwait’s intention to strengthen its position as a regional hub for finance and investment, while maintaining robust national governance over strategic assets.
